Call to Order  

    Chairperson Murray called the meeting to order at 9:03 AM.

Public Comment:  Action may not be taken on matters considered during this period until specifically included on an agenda as an action item - NRS 241.020 (2)(C)(3).

    None

Presentation and discussion with Rural Community Assistance Partnership concerning wastewater management and treatment options.

    Steven Palmer and Karen McBride of Rural community Assistance    Corporation (RCAC) a federally funded, national, non-profit corporation,     gave a presentation on Rural Community Assistance for drinking water     standards, environmental issues, wastewater, and solid waste.  

    The Board recommended partnering with the Nuclear Waste and    Environmental Advisory Board to offer information through the Town of     Pahrump booth at the Fall Festival.  Al Balloqui recommended RCAC     contact the local realtors.  Ms. McBride agreed and stated laws were     being     passed in other states to implement these types of programs.  She     added RCAC assists with municipal water systems and management of

    preventative maintenance.  Member McDonald suggested working with    the county assessor’s office to include a fact sheet with property tax bills     or with Valley Electric.  Mr. Palmer stated there were several methods that     could     be utilized depending on the Town’s level of commitment.  
    Ms. McBride presented a variety of programs and literature.  

Discussion and decision regarding review of the Town’s Personnel Policy Manual.

    Chairperson Murray initiated review of the Town’s Personnel Policy    Manual and stated the final recommendations would be reviewed by     Human Resources and Legal Council.

1.    Section 2.7.2.  Drug and Alcohol Free Workplace - Insert provision for Post Accident drug and alcohol testing and Reasonable Suspicion.  
2.    Section 2.9.  Employment of Relatives - Add words “immediate supervisor”.  The sentence reads:  For purposes of this paragraph, supervision includes immediate supervisor, second or higher levels of supervision.
3.    Section 2.16.3. Outside Employment Procedure - #2 to read as follows:  An employee must notify his/her supervisor or manager of outside employment.
4.    Section 2.17.  Vehicle Use - Add a provision for personal vehicle use, mileage reimbursement for mandatory use and preferred use.
5.    Section 2.17. Vehicle Use - Note: HR to check Resolution 2005-38, TM exemption, for update.
6.    Section 2.18. Use of Cell Phones - Change title to: Use of telephone equipment.
7.    Section 2.18.2.  Personal Phone Calls - Delete the word “only”, reading:  Town of Pahrump issued cell phones are to be used for official business.
8.    Section 2.18.2. Personal Phone Calls Add a provision stating:  Using telephone equipment for personal long distance is prohibited or to be prearranged and reimbursed.
9.    Section 2.18.2.  Personal Phone Calls - Add, under cell phone use in vehicles the word “texting” to read as follows:  This includes dialing, answering, checking messages, and texting.
10.     Section 2.19. Insert title and language to address abuse of internet and web sites.
11.    Section 3.5.3.  Other Conditions - Add provision stating the Town verifies social security numbers through basic pilot system.

12.    Section 3.11.4.  Employee Separation - HR to provide determination and proper wording for the final paycheck.
13.    Section 4.2. Annual Leave - Change title to “Pay Period” and the sentence to read:  The pay period begins at 12:01 a.m. on Monday and ends fourteen (14) days later at midnight on Sunday.
14.    Section 4.10 – 4.12  Have Attorney re-word this section to delete reference to “step increases”.
15.    Section 5.2.1. Annual Leave - Add section for Regular Part-Time Employees earning annual leave prorated for the hours worked.
16.    Section 5.3.1. Sick Leave - #3 HR to clarify the wording of paragraph.
17.    Section 5.15.  Travel Expenses - Add to this section “in travel status” and provide a definition of “travel status” in the glossary.
18.    Section 5.15.3 Meals - Add language stating the meals are reimbursed at the “state rate” when in travel status.  Delete the last sentence stating a receipt is required for reimbursement.
