1.  Call to Order, Pledge of Allegiance, and Welcome
Chairman Nicole Shupp called the meeting to order and led in the pledge of allegiance.

2.  Discussion and decision regarding agenda items
Town Manager requested the removal of Item #12 (Discussion and decision regarding barring firearms on Town owned property, in Town owned buildings, and at Town sponsored events) permanently on the advice of Council.  Vicky Parker requested that Item #11 (Discussion and decision regarding letter of support for Utilities, Inc. – Pahrump Valley Water and Wastewater Infrastructure Project) be heard following Item #6.  The Board had no objections to these changes.

3.  Public Comment.
Dan Schinhofen announced the Blue Grass Music Fest to be held April 3 – 5, 2009.
Emma Gagnon announced that Girl Scout Cookies were now for sale.
Pat Kirby commented on Item #12.  Harley Kulkin commented on freedom of speech.  
Rick Campbell explained that the item will not be back on the agenda as the Town has no legal power to enact an ordinance of this manner.  Chairman Shupp took no more public comment on this item.
Louie DeCanio and Donald Cox commented.

4.  Advisory Board Reports
Mike Darby, Nuclear Waste and Environmental Advisory Board liaison, proposed to the Town Board to make a written comment to the Department of Energy regarding the Global Nuclear Energy partnership.  An informational presentation could be arranged to the Board prior to the March 16 deadline for comments. Contact Darryl Lacky for a presentation if interested at 727-7727.

5.  Announcements and “Good News”
Phil Huff announced the Pahrump Valley Museum lecture series.
Tom Waters announced the Prostrate Cancer Support Group meetings at the library.
Mr. Waters also announced the VITA free Income Tax assistance for low income residents.
Nancy Lord asked to speak regarding the water issue.

11. Discussion and decision regarding letter of support for Utilities, Inc. – Pahrump Valley Water and          Wastewater Infrastructure Project.  Town Manager
Paul Burris, Utilities Inc., requested a letter of support for a request for funding from the Obama stimulus package asking for $250 million.  Mr. Burris explained the projects covered in this request.  The request requires a public/private partnership.  Utilities Inc. is requesting support from the Town as well as Nye County.
Member Bill Dolan asked about wells and septic systems.  Mr. Burris replied residents will have time to tie into the public system.  The cost would be paid for by the stimulus package to a current customer.  It will not be a forcible issue; it will be a plan by Utilities Inc. of Central Nevada.  Mr. Dolan asked if after eighteen months a resident would have to pay for it themselves.  Mr. Burris replied that after eighteen months it will be determined at that time if it is a grant or loan.  Member Mike Darby expressed concern regarding capping wells.  Vicky Parker asked how much of the $250 million will come to Pahrump.  Mrs. Parker ask
