1.    Call to Order and pledge of allegiance.
Chairman Shupp called the meeting to order and led in the pledge of allegiance
    
2.    Discussion and decision to close meeting to update the Town Board on labor negotiations pursuant to NRS 241.031(3)(a). (Action)
Bill Dolan motioned to close the meeting.  Vicky Parker seconded the motion.

Vote passed 5 – 0.

4.    Discussion and decision regarding issues discussed in closed session.  (Action)
No action required from closed session.

5.    Public hearing, discussion,  and decision to adopt, amend  and adopt, or reject the Final Budgets  for Fiscal Year 2009/2010 Town of Pahrump and Pahrump Swimming Pool District budgets,  (Action)
Michael Sullivan provided information regarding state required forms for the budget.  The information received at the tentative budget meeting will not be submitted to the State; only the required forms less the line specific information.
Since the tentative budget, less money is projected than was budgeted.  Mr. Sullivan noted concern regarding five year sustainability.  This budget meets the requirements of the state with a 5% ending fund balance.  Next year new challenges will be faced with respect to ending fund balances.  The intention is to pass a budget that is fully funded with the understanding that what happens in the next few months, the Town can re-file after the legislature ends.  Many taxed items being raised will not be coming to the Town level.  There is much talk regarding what the State may do with regard to property tax.  That would be 15%-18% of the Town’s 24 cents.  

Mr. Sullivan pointed out that the changes made since the tentative budget have been minor and are listed in the backup.  The property tax estimate was 0.2400 and is now 0.2402.  The pool district stayed the same at 0.0096.  

These are the predicted revenues by the Department of Taxation and can change with the economy.  Adjustments can be made when it is needed.  Mid to late June is when the Town can fix gaps with regard to revenues.  The challenge will be cutting 20% of a usual $5 million budget.  Labor negotiations are in progress and may have an effect on the budget.  

Bill Dolan motioned to adopt the second phase (next series of numbers) of the budget to be filed with the State required by June 1, 2009, with anticipation of receiving the final numbers from the State of Nevada after the current legislative session is closed.  Frank Maurizio seconded the motion.

Vote passed 5 – 0.

6.    Discussion and decision regarding approval of Resolution 2009-10 approving the Final Budgets for Fiscal Year 2009-2010 for the Town of Pahrump and Pahrump Swimming Pool District, as amended.   (Action)

Bill Dolan motioned to approve Resolution 2009-10.  Frank Maurizio seconded the motion.

Vote passed 5 – 0.

7.    Public Comment:  Action may not be taken on matters considered during this period until specifically included on an agenda as an action item - NRS 241.020 (2)(C)(3). (Non-Action)
