Call to Order

    Chairman Billman called the meeting to order at 8:07 am.

Public Comment:  Action may not be taken on matters considered during this period until specifically included on an agenda as an action item - NRS 241.020 (2)(C)(3).

    None

Discussion and decision regarding sewer/water appraisal services Consultant Interview Questionnaire.  

    Mr. Palmer added items #4, #6, & #7 to the questionnaire.
    
    Mr. Willis motioned to approve the questionnaire.

    Mr. Billman seconded the motion.

     Motion carried 3/0.

SUNRISE ENGINEERING

Marvin Wilson, Principal Engineer, stated Sunrise Engineering was established in 1978 and had 6 offices, 170 employees and 35 engineers.  He said Sunrise offers funding services and had engineering divisions for natural gas, electrical, environmental, city, water systems, wastewater systems, transportation, hydro-electric, etc.; with water and wastewater systems being the largest divisions.

Mr. Wilson said Sunrise had been working since 2000 with Kane County Water Conservancy District on a project similar to what Pahrump was proposing.   He said they had installed 48 miles of pipe to tie the 12-15 private water companies into one governmental water system.  Mr. Wilson added that they were studying the degree of ground water contamination due to the density of septic tanks and were determining the optimal wastewater system for the area.  

Mr. Wilson further stated the 19 million dollar project had received over 4 million in grants and 6 million in loans from Rural Development and the State Drinking Water board, and that Sunrise provided full-time professional grant writers.

Mr. Richards noted with 380 square miles of service area, Pahrump had multiple well and septic owners who would be reluctant to switch to a public utility system.

Mr. Wilson acknowledged the politics would be a challenge and that Sunrise had overcome public suspicion in Kane County through hosting Open House several times and inviting public participation in their website’s forums.

Mr. Wilson said they would begin work one week after being awarded the project and would see it to completion.  He added that they would start by identifying funding solutions.  He concluded stating the bid will include travel expenses.

WOOD RODGERS

Chris Thompson, Principal Engineer, said Wood Rodgers was established in 1997 and had 11 offices with 4 Nevada locations.  He stated the company had 450 employees with 47 employees at the Las Vegas office.  He added Wood Rodgers offers Civil Engineering, Land Surveying, and Water Resources and Supply which is the fasted growing division.

Paul Minto said Wood Rodgers would review existing private utilities and use designations, inventory existing water and sewer infrastructure, develop a 5 year Capital Improvement Program (CIP), develop cost estimates for existent infrastructure and CIP, develop an Environmental Report, and prepare a Preliminary Engineering Report.  Mr. Minto further recommended extending the 5 year CIP to 10 and 20 years for an insignificant cost.

Mr. Minto stated they would bring extensive and comprehensive technical expertise to the project.  He stated they had experience in design, planning,

capital improvement programs, and the public involvement arena.  Mr. Minto stated he would be the project manager and single point of contact, adding that they could begin work today.

Mr. Minto said they would provide a plan that would be effective, efficient, economical, and doable while operating within budget guidelines.  He stated they had the financial stability to follow the project through to completion.  

Mr. Minto concluded stating Wood Rodgers would work closely with Mr. Richards and the Town Board to secure funding by developing a strong plan with verifiable facts.

WILLDAN ENGINEERING
    
Kevin Elliot, Principal Engineer, said WILLDAN was established in 1964 and works only for government agencies.  Mr. Elliot stated they had the experience, knowledge, and skills to interact with Funding agencies, Governmental regulatory agencies, the Town Board and Staff, and the Public.

Chris Stone said he would be the project manager.  He stated the company has 600 employees throughout the Southwest and the Henderson office has 17 employees.  Mr. Stone said they would provide data collection, analysis of existing infrastructure, preparation of an environmental report and preparation of a master plan.  He said the three areas of study are water, wastewater, and effluent water reuse.  

Ken Taylor stated his expertise was storm drain design and sewer design.   He said he was currently working on a project in a city completely served by septic tanks for 40 years and the system was failing.  He stated the project was broken down by phases and areas of service that were most critical.  He added assessment districts were formed to fund these projects and they were in the third phase with 215,000 linear feet of pipe installed.  He said they also provided construction management and inspection services for this project.  He stated the project had some difficult situations that were effectively resolved.

Mr. Stone closed stating the objective was to create a strong overall master plan which would allow the community to grow.  Mr. Stone said they would see the project through to completion and achieve the desired results.
