•    Action – approval of 72 hour permit for the Pahrump Valley Rough Riders, Pahrump Valley Museum, and Pahrump Senior Center for Fall Festival events on October 4 – 7, 2007.
•    Action - authorize signing committee to approve accounts payables for canceled meetings, November 27, and December 25.

A quorum of Nye County Board of Commissioners may be present at this meeting.

Call to Order, Pledge of Allegiance, and Welcome.

    Chairperson Murray called the meeting to order at 7:00 PM.

Discussion and decision regarding agenda items.

    None

Public Comment. Action may not be taken on matters considered during this period until specifically included on an agenda as an action item (NRS241.020 (2) (C) (3).

    Terry Choice asked if Veteran’s Advisory Board members were required to be a member of a Veteran’s Association as stated in the newspaper or open to all residents.

Advisory Board Reports.

    Member Rust reported the Incorporation Advisory Board held their first meeting    and elected Charlie Gronda as Chairperson.

    Member McDonald reported the Arena Advisory Board had concerns about the arena rental/deposit process at the Town Office and requested assistance from    the Town Manager.

    
Pahrump Town Board Meeting        
September 11, 2007

    Member Sprouse invited everyone to visit the Nuclear Waste and Environmental Advisory Board booth at the Fall Festival.

    Member Shupp reported the Pahrump Valley Museum declined participation for    beer sales at the Fall Festival and the American Legion was selected as a     replacement vendor.  She stated a senior citizens bus would be operating Friday and Saturday night and concert tickets were available on line at ticketweb.com.      She added volunteers were needed for carnival set up and rodeo tickets were available at Ace, Shadow Mountain Feed, and the Chamber of Commerce.

    Charlie Gronda reported the Public Lands Advisory Board was developing a plan    of action.

Announcements and “Good News”.

    Tim Murray, Pahrump Fire Fighter, reported $4200.00 was collected during the    MDA boot drive.  He added the Freedom Festival was a success and the profits     were donated to a variety of organizations.  Mr. Murray stated the local Fire     Fighters will no longer sponsor the Freedom Festival and suggested the Town     Board consider appointing an advisory board to manage the event.

    Member Rust stated Rosemary Clarke Middle School (RCMS) enacted an anti-    bullying campaign and he requested community support for the campaign in the     form of prizes for the students.

Discussion and decision regarding Resolution #2007-14 recognizing Pahrump Alliance for Valley Economic Development (PAVED) as the Town’s official economic development organization and authorized representative in matters related to economic development including but not limited to the planning and development of the Pahrump Arts and Recreation Complex (PARC).

    The Town Manager stated Resolution #2007-14 would designate PAVED as the    Town’s official economic development organization and authorized     representative in economic development and PARC.  He added a memorandum     of understanding would be developed upon approval to clarify the different     duties of PAVED and Economic Development of Esmeralda and Nye County     (EDEN).  

    Al Balloqui, Economic Development Coordinator, stated EDEN was the     recognized authority in the State of Nevada and PAVED would expend funds     only with the Town Boards approval.  He added the first meeting for PAVED was     scheduled for October 15, 2007.

    Chairperson Murray requested removal of the words “and authorized    representative” from the resolution.  The Town Attorney agreed to research the     legality of a Town Board member or Town Employee participating as a member     of the Board of Directors for PAVED.  

    Dave Stevens, Phillip Huff, and Andy Alberti spoke in favor of Resolution 2007-    14.  Manon Rodriguez, Pahrump Valley Cultural Arts Steering Committee, stated     the public would be     confused by the term “Arts” in Pahrump Arts and Recreation     Complex and requested a name change to Pahrump Athletics and Recreation     Complex.  Al Balloqui indicated he was willing to meet with the Arts Council to     discuss any issues.

    The Clerk read the resolution title and removed the words “and authorized    representative”.  

    Member McDonald motioned to adopt Resolution 2007-14 as read by the Town    Clerk.   

    Member Sprouse seconded. 

    Motion carried 5/0.

Discussion and decision regarding service agreement with MaryEllen C. Giampaoli, Environmental Compliance Specialist, to support the use of HUD grant funds in conjunction with development of the Pahrump Arts and Recreation Complex.

    The Town Manager stated the service agreement with MaryEllen C. Giampaoli,    Environmental Compliance Specialist, was an essential service to complete the     PARC project and support the use of HUD grant funds.  He recommended     approval of the service agreement.  

    John McDonald stated his opposition to the service agreement citing the lack of    competitive bids.  Al Balloqui stated the feedback he received indicated this was     a competitive bid.  

    Dan Schinhofen stated his dissatisfaction at MaryEllen C. Giampaoli’s absence.     Dave Stevens suggested a bid process.  Charlie Gronda stated Ms. Giampaoli     informed him of a schedule conflict.  

    Member Rust motioned to approve the professional services agreement with    MaryEllen C. Giampaoli.

    Motion carried 4/1 (Member McDonald opposed).

    The Town Manager delivered his report.
